I also find the same situation. but the worst is the driver
put 3 children into 2 seats + without seat belts. I am
worrying coz' it's very dangerous. Is this normal? Am I
just too anxious about it?
I called the government hotline and they said that it's not compulsory to have seat belts in the school bus.

if they put 3 children into 2 seat, then u should report to the school....
I don't think u r too anxious, me also worry about their safety during their travel in school bus. I think Victoria did the best because their seat blet is just like the backpack and it's suitable even for small kid during the pre-nersery stage.
Also, I found that the bus mother of SC didn't ask the kid to take off the schoolbag during the travel. All of them just carrying the schoolbag, I think it's v. uncomfortable esp for those long distance one.
For victoris and KM, They will ask them to take it off and hhang it behind their seat. I think this is better.

smaller / shorter kids to sit in between 2 bigger kids. (3 kids in 2 seats again!) I know if one person sit on one
seat, the driver may earn less. But I have paid the full
amount of fares wor! why can't my kid have ONE
whole seat I rang the principal and request to pass the message to the driver to arrange seat belt, she just said ' I will follow!

I found that my son also has the same situiation!! 3 kids in 2 seats!! I rang the school and also the government hotline, they said the law allow those below 1.3m kids, 3 kids occupy 2 seats. I can't believe it!!

This morning, I saw another 12 seats car which has seat belt, so I asked the driver if I could change to his car. The driver (looks scary) asked me to call the driver (who drive the car that my kid travel & the big boss.) I am very very angry ah! After some time, the driver rang me, seems unfriendly to tell me that though the small car have seat belts, they don't use it and ask me not to gather other moms to discuss this issue (seems I am wrong to arise this issues between the other few parents).
After an hour, the driver rang me and told me to put my kid to sit by the window side, but still no seat belt and 3 kids into 2 seats I am considering to take and pick up my kid by myself I didn't do anything wrong wor! i just anxious about the safety of my kid!!!!!

I also called the class teacher. The school actually knew the situation and the teacher said HK law allow them to have such arrangement.
Then I called the government hotline, the guy said if kid is below 1.3m then it's legal to have 3 kids in 2 seats!! For the seat belt, it's not a must, but if there is seat belt, u must use it. I'm a working mom, so there is really no choice.....
