Actually, there are two choices for this year form 2 students.
Number 1, repeat form 5 if failed O level. but only a few schools will be offering O level and personally, it'll not be advisable to do so.
Number 2, repeat form 5 joining the new system ( 334). As all the core subjects are the same, only a little different for selective subjects, most students will find it easier to take up 334 instead. The chances of passing will be higher than repeat O level.
I will personally suggest that the student repeat Form 4 instead of form 5 if the student does not do well in form 4.
Please feel free to ask if you need some more information. The scary part is not repeating secondary, it's univesity allocation and work force later for this batch of students, pitiful group.
