My girl also study in HKBUK, I was also shocked about changing the Principle, but as the management can find a lecturer in the University for replacement (got a lot of experience before to be a principle in kinder), so basically I think the quality won't be affected.
For language teacher problems, it have been solved for quite sometime 
I think you should think about what teaching style you want your kid to be educated (i.e. traditional style, project approach etc) and which path you prefer your
kid will take in primary and secondary.. and decide whether you like your kid to study or not.
It is a kinder that basically teach kids by mother language, so the English for the kids cannot be compare with some outside school that have English lesson each day, but if in term of "thinking" or the ability to solve problem by themselves, I think they are very good that they really like to express themselves...
The teacher there really cares about the kid even a small items, they will very eager to express themselves.
For the report from government, I really need to re-read it as I have gone through it once but I cannot find the comment the student turnover rate is high (I guess it is the common problem for most of the project approach kinder) as when the parent compare their kids with other traditional school kids they may find their academic standard (i.e. spelling) may not be as good as the traditional school kids.
