The answer depends on what you meant by "一定".
If you focus on the chance of being admitted, then the answer is no; the chance depends heavily on the ability, especially in English, of your child(ren). However, I believe there is a strong correlation between the child's English skills and the language spoken by the parents in their daily lifes.
However, after being admitted, you also have to consider the communication between parents and schools, and more importantly, the communication between parents and children. If your children talk to others, except you, in English and their favourite authors are JKRowling, Philip Pullman, Darren Shan, John Grisham, Michael Crichton, Stephen King, Agatha Christie, etc, are you ready for such a cultural impact?
