FYI: This is the reply I got from the Toronto School Board about the tuition fee for Canadian citizen.
The TDSB will not charge tuition fees to a student if his or her parent or someone else with lawful custody of him or her is in Canada under the following conditions
• permanent residents or citizens of Canada who are living, in Canada, with parents who are also citizens or permanent residents of Canada and live within the jurisdiction of the Toronto District School Board;
• permanent residents or citizens of Canada who are 16 and older and who are supervised by a legal guardian (not a parent) who is a member of the student’s immediate family and a tax-paying permanent resident or citizen of Canada. The close relative must be a Canadian citizen or permanent resident (over 18 years of age) and living within the jurisdiction of the Toronto District School Board. Family relationship to the student will have to be proved through legal documents or a sworn affidavit and the legal guardian must complete notarized document accepting legal guardianship of the student. The guardian is assuming full responsibility for the care and well-being of the student and the student must reside with the guardian throughout the custody period. Guardian arrangements that are supported by court order or that meet the above criteria must be in place and the legal guardian will need to complete the arrangement of confirming legal guardianship through a lawyer before the student can be registered at school. The conventional Custodian Declaration forms are not sufficient as they are only used for intentional students when applying for study permits. If the above arrangement is complete, the student does not need to pay tuition fees.
• The Ministry of Education’s definition of an ‘immediate family member’ for the purposes of validating a guardianship arrangement include the pupil/student's father, mother, grandfather, grandmother, brothers, sisters and their lawful descendants who are not minors, and the uncles and aunts by blood relation and their lawful descendants who are not minors. The written agreement or court order must be placed in the student’s file.
• permanent residents or citizens of Canada, who are under the age of 16, but whose parents are not Canadian citizens or permanent residents, may also study without tuition fees. The condition is that at least one parent must apply to their local Canadian Visa office to come to Canada and stay with their children who are studying full-time in our schools. The parents must also live within the jurisdiction of the Toronto District School Board. The decision will lie with Canada Immigration and Citizenship, not with the Toronto District School Board. |
