 Public documents are important. They may not be easy to understand or they may not contain all the information you want to know, but they must be correct since they have been checked and checked again by EMB officials to make sure that they reflect actually what the actual policy is. Otherwise, they will be challenged by a lot of people including, needless to say, some educational professionals.
 
 The no of band 1 students for a school does vary each year but only becasue the no of P6 students changes every year. However, the percentage of band 1 students for a school should remain the same year over year. Therefore we have primary school principals who can categorically declare their student banding every year and tell the parents about their students' banding.
 
 In summary, the banding of each school is decided based on the result their students in 三年學能測驗(97/98, 98/99, 99/20). The marks of all students  in those 3 years were ranked. The top 1/3 is band 1 and the bottom 1/3 is band 3 accordingly. The no of band 1, 2, 3 students of a school in those 3 years are then known. We can can calculate the percentages of each band for a school. For example, if a school had a split of 40/30/30 on average during those 3 year, this would be used for deciding the banding for this school from 2000 onwards.
 
 In other words, only the relative ranking within a school matters and this relative ranking is based of weighted average marks adjusted based on the weighting set by EMB(i.e. Chinese, English, Maths by 9, General Studies by 2, Music, Handicraft, Religious Studies by 2).
