6 hr per week is exhausted.
The class have more than 8 students. It is not effective to practice the conversation.
The progress of phonics teaching is slow. The 44 sounds can teach in one year.
My daughter quite ilearn after 6 months.

I would suggest to separate read, writing, listening and oral learning in different source or center.
Reading & Writing ( RWI course + a lot of reading at home )
Oral and Listening (verbling or italki (web class))

My daughter is almost 4 years old. She can read grade 2 story book and know how to blending.
