In my honest opinion, whether there is a change in accent varies from person to person.
One of my tutors started studying in the UK since Year 10 and came back to Hong Kong after graduated from uni. However, her accent has not changed much. She speaks English like every normal Hongkonger does.
On the other hand, another tutor of mine started studying in the UK since Year 12 and came back from uni graduation. She, however, speaks better English than the earlier. Her accent is more like a local in UK.
Therefore, I think whether one can speak better English(including better accent) depends on herself/himself but not the duration of staying overseas. If you interact with local students while studying aboard, you will learn their pronunciation and rhythm gradually. However, if you tend to interact with friends who come from HK and do not have pure English accent, you will come back with a unchanged accent.
