Non-canadians pay around Can$20000-25000 university tuition fees per year in most popular destinations. Each university has a different way of charging students. You should check with each university.
I suggest checking out the websites of University of Toronto (in Ontario), UBC (in British Columbia) and McGill (in Quebec). Then you can have a better picture of the fees and programs they offer. These are all very good universities and are most popular choices in Canada.
If you are talking about 藥用, it has to be under supervision of doctors right? If you are talking about 藥用, a lot of drugs can be administered in Hong Kong as well. But has to be done according prescription by doctors.

As a parent, whether it is "legal" or "illegal" would not change my way of teaching my kids.
Looks like it is "illegal" in all aspects in Hong Kong but these stuffs are not exactly that difficult to get if you really want them.
Have heard so many story about that in high schools (including international and local school) in Hong Kong.
US is still a popular choice. They have some of the best universities.
