| According to my understanding, the local medical schools would consider your qualification against the qualities of the applicants in the pool of the same education background. 
 Roughly, they would ensure that you are within top 1% of your group. For example, if your qualification is IB, then they would consider IB 42 or 43 as a minimum for an interview.
 
 If your SAT is 2,200 or above plus 5 AP of scores 5, then you are probably within top 1% of the cohort who take the USA education system.
 
 If you are a GCE-AL holders, they require at least 4 subjects A* of percentile of each subject above 90 plus 10A* in GCSE examination.
 
 If your are a degree holder, they would expect that you graduate in the top 10% of the class.
 
 Meeting the top 1% or top 10% rule may not guarantee you an admission but you will probably have an interview. You have to show your passion in studying medicine through interview, activities, leadership skills or services.
 
 Since there are so "many" education systems, it is fair that you have to be top 1% of your education system. After the admission tutors sort out the top 1% group, they would consider other factors and give an overall scores on each applicants.
 
 The above process appears to be fair to the Non-Jupas applicants. So it is difficult to say that it is easier for an IB students to obtain offers or it is easier for the AL students (or SAT and AP) students to obtain the offers.
 
 Even for the JUPAS, the local medical schools aim to admit the top 1% performers in HKDSE. In each year, we have about 70,000+ HKDSE students, The number of top 1% students is about 700+. The spaces for the JUPAS applicants is about 260 to 270 each year. Assuming half of the top 1% performances would like to do other hot subjects such as law, QF or Global Business, each year there are about 400 top 1% performers compete for 260 to 270 spaces. So the competition amongst the JUPAS applicants is also very fierce for a medical places.
