The key is not whether had participated in the lucky draw. What is important is whether this student ever participated in the EDB's P1 allocation system.
A gov't or gov't aided school can ONLY offer to a student before school start (Sep 1), if the student has ever submitted the allocation form (either first or second round). If they have no such records in EDB (e.g. registered with those DSS which offer really early), then even they knock door at a gov't or gov't aided school, they will be unable to let them register.
