I guess the paper should be easier:
1.Better HKDSE examination result, even the quality is declining, but the officials will feel good;
2.The overseas universities may not fully recognized the qualification, the officials know the HK parents are smart enough to send their kids to study aboard and take other examinations instead of HKDSE.
3. Those 8K students and even more right now will take other routes, like youth College under VTC......
