I (and I believe all mums having kids studying in KCS primary or KG) never treat KCS primary and secondary a related school other having their name starts with KCS and having the same sponsoring body. Almost no student from KCS primary will go to KCS secondary each year based on my memory. Thus, I think the reputation or quality of the KCS secondary's student is not a concern in weighting your choices. I think you can simply treat KCS primary a school without back-up secondary school.
So, if you like active way of teaching and do not care about the P6 allocation result too much, I think Jiu Yan is an appropriate choice. If you value Mandarine very much and want a better P6 allocation result, KCS primary is a good choice. If you don't want headache 6 years later, definately St Louise.
