Over 2 you can try borrow from library first, yes, stage 1 is a good start. I don't think you can buy all stages as there are lots of books in each stage and different categories (phonics, story tree, read at home, etc)
Does anyone can tell me where I can buy the Oxford Reading Tree? I can only find the OST in the Commercial Press and they said they don't have the ORT. I try many many book stores and still cannot find!!!
Mega Box Popular has a dedicate cabinet of ORT. Very comprehensive.

Kids can read ORT as early as possible and they would love it. My 5-year-old kid has almost read all the stage 8/9 available from public libraries many months ago (at the same time he's reading Magic School Bus and 特務喜羊羊 (novels, not comics) and many others). Now he's attempting Geronimo Stilton (both Chinese and English).
Back to ORT, I know one may get it from 教協 at a cheaper price in general.
