I think a kid at 18 months is a good time to communicate with others. My son joins Fanny's Workshop which is very good playgroup as all teachers are good at taking caring and teaching children; and they are very helpful e.g. they will recommend some kinders to your kids, accompany you to visit kinders and take application forms.
