Do the DSS / Private primary school accept current P.1 students to apply their new P.1 ?

Meaning that if my kid is doing P.1 in a primary sch / international sch now, can he apply P.1 next year in another DSS / Private schools -- ie repeating P.1 there if he is successful.

I'm thinking when should i let my kid "repeat" as he's a small kid.
