There are 本地班 and international class in some kindergartens, such as PIPS, Think International.
For primary schools, I think there are 本地班 and international class in 崇真, but it is a private local school, not an international school. For real international schools, there is nothing called 本地班.
i've noticed that your child may need special support in learning that simply changing from local to IS may not be a good solution.

If it is a 本地班, then it is teaching the local school way. Why not simply find a local kindergarten?
As far as I know, the 本地班 at Yiu Chung does teach in Cantonese. But those classes are actually teaching children to get into local primary school. So lots of teaching and writing in Chinese and very little English exposure.
Schools (primary or kindergarten) that have more exposures to English usually adopt Putonghua in their Chinese program. I believe it is also a trend too in some local schools even.
