In that case, without 20 marks, I think the chance of getting into St Jo in the first round lottery is impossible.
But you still have chance at the second round lottery part A if you are not living in Net 14. However, the chance is minimal too. You may consider moving to Net 14?? Net 14 include not only Wanchai and Happy Valley which are more expensive areas, but you may also consider Tai Hang or Causeway in which the rent is a bit more reasonable.
