Last year, I have a similar situation as you but I finally decided to go for Kln Tong Gov't Primary because I got better impression from them.
My kid was accepted by崇小International Stream, like local stream, they have a lot of after school classes to attend and charge a lot. When I received their information sheet, I was stunned. If I go for this school means I have to give up a lot of the existing courses he's attending, all are indeed very good. When I tried to call them to ask for details, I could not find them even I left my email address.
The other reason is because Principal & teachers of Kln Tong Gov't school are attentive to students and their needs. Principal said they won't skip the foundation curriculum but will give more challenges and project based worksheet for the kids to enrich their learning. I totally agreed with this perspective because foundation to me and my kids is very very important. All advanced learning are based on solid foundation. Principal is a Dr in education(correct me if I'm wrong). I always can meet principal at the entrance and find that he is attentive to students and parents. Besides, they really pay attention to individual differences of student. I remembered class teacher called me after office hour during 2nd week of Sept 08. She wanted to know more about my kid so that she can teach my kid better. I was really impressed and we talked over an hour. May be this is a gov't school so that they have resources to take good care of individual needs of students.
I am not saying you should go for Kln Tong Gov't school and give up 崇小, but I think you should talk to parents of each school to know more characteristics of each school. Last yr, I also have to decide whether I go for HKU Primary school as well. If you are interested to know more, please let me know.
