I will choose by location. Kids are suffering if they travel a long jorney to school. They will be tired after get off from school. The most important is vising the school with your kid. And see he/she like the environment or not. Also, check on the school is well organized and talk their teachers. I am not a famous kindergarten fans (Kowloon tong), I belive if your kid can be performed outstandingly in a common kindergarten. Also, have a big chance to get into good school later.
I also live in Sham Tseng, my kid studies PN now. I would say kids' learning abilities in 0-5 years old is very important and wait us to help them explore much more. So I think no matter which type of primary school you choose in the future, pre-school education is important.
I do agree that school nearby is a BIG advantage to kids, however, around 30 mins travel distance may let your kid to view/observe more this world.
Let say you can apply St. Paul in Causway Bay, in Sham Tseng there is bus 962B to there directly within 40 mins, (bare in mind that we even need 20-30 mins to Tsuen Wan) then the path of your kid SPK-SP-SPC is good.
Who (or how) send kid to school is important also.
For school in KLN side, may be the school bus will take a long time to travel (Sham Tseng or Tuen Mun kids would be the earliest passagers in morning and last one arriving home). If you drive, then no problem, highway is near our place.
BTW, there are some good choices in Tsing Yi also.
