No. Both are no good.
These courses were set up to serve students not from SJS and RC.
Most students I noticed are children from other local schools, but not SJS or RC students.
The kids have really poor English standard and can hardly cope with the English used in those language classes.
How can the classes (for French, etc) be conducted efficiently?
If you are talking about Shatin or Taipo, you probably need to find a private tutor. Most French classes at learning centers have the same problems I mentioned.

If your child is with a local school, I suggest that you seriously consider whether you want to introduce another language to him/her.
I think most children in Hong Kong is already having problem learning English. I think they should first handle their English first, then they can start learning French.
At ESF, children do not start French classes until secondary school and they are all English speaking.
Yet, if a person has already mastered English, like kids at ESF, it will take really short time for them to pick up French. So many ESF students can be quite good at French after a few years.
No need to rush.
Do not be too greedy.

agree w/ your observation.

my cousin who is an ex-ESF student also started her French study in ESF Y7. She started her German and Spanish when she went back to UK after Y8.  She is now fluent in French, German  and Spanish.

Unfortunately, in Hong Kong, a lot of people are really greedy. They are pushing their kids in all areas, believing that they can be that good if they start things early. And they never thought that most local students are in fact mostly "half a bucket of water" in the end, or a mere "jack of all trade (and master of none)".
Some kids are in fact having problems even with English, and parents are already pushing them to learn French.
In fact, even with some of the local elite schools (eg DGS, GHS), they would not start teaching French until Form One. And only the top students (with really good English) would be allowed to take French. I do not see how some very average local school can do something what even local elite school would not dare to do, ie introducing French in primary school.
I know that in a few local schools, they are starting to teach French at as early as P3. I really do not think an average kid in P3 in a local school can cope with 3 languages at the same time.
My cousin's kid is in one of the schools. She has been so proud to tell me that their school is "getting more and more like international schools" because (1) they have French at P1 and (2) they have term break in October.
It is really funny seeing the mentality of some parents.

Thank you for your reply, my child is 13 years old, studying in international schools, I believe that there is no problem with English language ability, I just want him to learn  more language
