To get good grades at school, once a week is useless.  Three times a week for a year or longer is better.  Learning a foreign language needs practice and the child needs to put in a lot of hardwork.

Unless he is motivated, only clever or hardworking students benifit from these 'improvement' classes.

If your aim is to get him interested in English, then fun English class is so much better than watching Cantonese cartoons.

If you are not capable to teach him, a private tutor once or twice a week to help his school learning is better.  The teacher can't give your son much individual attention in group classes.

As I said before, it depends on the child.  If he is motivated and keen to learn, he does not need any English classes.
Parents can read English stories with him, watch English DVDs together, do a few supplementary exercises (to train test skills).

For those who are not motivated or keen to learn - 3-times a week classes are to "marinate" them in an English learning environment and hope they may get something out of it.  

An experienced private tuitor is best but expensive for those behind in learning (poor foundation).
