Most of the IS which require a debenture have 2 major types of debenture. All you need to have a debenture before your child commence the school year. However, certain school might require you to pay a levy on top of your school fees should a debenture is not available at the time that your child is accepted.
The 2 major types of debenture are refundable or non refundable. Some schools offer a premium non refundable debenture before the acceptance of your child and the premium debenture would 'buy' you and acceptance into the school. But you are talking about big money here. The premium debenture of my son's school is HK$1M.
Otherwise, you are require to buy a debenture after your child have been accepted into the school and the school would inform you whether a debenture is available or you have to pay the extra levy every year until a debenture becomes available.
