You can try Smartkids at Tsuen Wan Plaza, Level 5.
My daughter joned their bb playgroup on sunday morning when she was 1.5 yrs old. about $120 for one hour. Native Eng Speaking teacher. Quite good.
You can call them and check if they have playgroup for 1 yr old bb.
