以前有人答過,好似係 "on",因為係河面上。

話係 "in" 我都聽過。
個arguing point 好似係架船其實有部份沉入了水中。 例如講 swimming, 都係 swim in the river, swim in the sea.

究竟點去諗我都唔知嘞!   我相信老師啱啩!

剛找到點有用資料:

Prepositions with articles and locations
When talking about locations, use at to indicate the general vicinity or area, and in to
indicate inside the building, enclosed area, etc. For example:
at the swimming pool (on site)
in the swimming pool (in the
pool itself i.e. in the water)
at the post office/bank (general)
in the post office/bank (inside the building)
at the zoo (visitors, general area)
in the zoo (animals in their cages)
at school
in the classroom

1. Sail on the river
2. Go swimming in the river

There are some boats on the river.

It should be learned in the primary school.

My English is not brilliant, I have been thinking of this for a while.

“River” as a location, we use preposition “in”. So, the sentence is:
There are some boats in the river.  <==  意思大約是:在河中有些船隻。

When will we use “on”?   I do think that :
The boat is sailing on the river. <== 那船在河上航行。
The boat on the river. <=== 在河上的那隻船。

Hope my thinking is right!

on
is used when the space is considered as a surface, in
when   the space is presented as an area:

(refer to picture demostration  here )



As such, I can say that both might be correct.  You can discuss this point with the teacher and ask her that in case for the next exam/quiz, how to consider that the question is talking about surface or  area.

Some more reference to you, after reading about using of preposition.   But, I still cannot get you an answer.

The other prepositions of direction are compounds formed by adding "to" to the corresponding prepositions of location.

The preposition of location determines themeaning of the preposition of direction.

When we add IN + TO we get into: this shows movement toward the interior of something.
Example: He fell into the swimming pool.

  Completion of an Action
  
  Position of Subject
  
  The dog jumped in(to) the river.
  
  The dog is in the  river.
  

Therefore, in my view, if we say "There are some boats in the river, we are saying "There are some boats (being put) in(to) the river."

That's all I have!  Hope some great English speaker comes here to adjust me if I am wrong.   (Too complicated!  Aaar~)

p.s.  I really thinks that "There are some boats on the river." is more correct, though "in the river" also do.   
"in the river" is use for something that its body part mostly enclosed by the water, like "The boy is in the river." , "There are some stones in the river."

  多謝家長既提出 ... 我讀書唔叻 , 從大家的對話中學會了很多有趣而又有爭議性的知識 ... 爲左唔想個女好似我以前咁,白白咁度日,所以寫低左條問題叫女番去問老師 ... 相信唔止我地有混淆,唔知老師會唔會就呢個問題再講解多一次比班鴨仔聽呢 ?!
