I wish to ask how to assess whether a child can attend Grade 2. Any reference points? e.g. what books should be completed before sitting in the exam, etc.

In my opinion, a child who wants to take grade 2 should be able to
-keep a steady beat
-read music in simple time i.e 2/4, 3/4, 4/4
-count accurately including dotted notes(附點音符) and tie notes(延音), no matter by metric counting (1&2&)/chanting(putting words)/syllabic counting(ti-ti -ta)
-read music by pattern (音型)
-know the notations of dynamics(大小聲), articulation(斷連音)  has idea of phrasing(句法) and can carry out the marked notation.
-know the major keys with 0 to 4 sharps,
minor keys with 0 to 2 sharps,
major and minor keys with 1 flat
-know the key in the sense that they
=>can play the scale and arpeggios in that key,
=>can directly tell in what key a piece is when they saw the key signature,
=>can play tonic, subdominant and dominant chords(和弦) and cadence of the keys
=>can transpose a simple melody between these keys
e.g. they can play happy birthday in C major, and also can play in G, D, E, F major etc.
=>have the experience of playing a few pieces in that key
=>have the experience of improvising in that key

It is common in Hong Kong that some people learning thru grade 8 and can't tell the key signature of F major, which shows that they have weak foundation and can foresee a hard time in their following learning path

Collections of short pieces published by ABRSM are very good reference material, e.g. More Romantic pieces Book 1 contains pieces for grade 1 and 2. So you can let the teacher pick an easy piece to start with and learn in progressive order. Make sure your child has exposed to music of different style(Baroque, Classical, Romantic, Modern), mood, keys, rhythm. If the child can finish a piece in 3-4 lessons, then that is pretty good and can try something harder in the collection until the piece are equivelent to Grade 2. Then you can consider to take the graded exam, by that time, exam will be an easy job.

Technically, I will recommend "Technique is fun", when book B is finished and started with Book 1, then it is well enough for Grade 2.

Practice singing and sight singing from time to time will help the student with the ear development, when they developed inner hearing ability, it will help them with sight reading as well.

Anything I have missed? But with all the above, I will regard a child has a good foundation for grade 2.

I prefer not to take any exam in the first 2 years, in the 3rd year, depending on where the child is, can try either grade 2/3/4/5.
