I share Naoko's views on the learning and mastering of two languages.
With the exception of those gifted children (or endowed with a 'unique' - bilingual - environment), I think there are few cases of mastering two languages at native level at the same time. Parents need to decide for their kids as to the ranking of importance of different languages - in their mind.
Given the many choices on offer - IS, local or the new, emerging bilingual schools, I trust much depends on the parents' preference.
For ISF, it's obvious that the school considers it's better for students to have a good grip of PTH (Chinese) at the early years of schooling BEFORE immersing them in an English-dominated environment. Personally, I think it makes sense given the intrinsic complexity of the Chinese language. Moreover, I would expect some parents would spare no efforts in 'supplementing' English training for their kids if they find the school has not done enough.
Naoko has also rightly pointed that CKY is never positioned as an IS. My kid is studying year 1 there, and I would not be that greedy to expect him to attain an English standard on a par with an IS student, say, in five or six years. It is not impossible though, are we asking too much out of the school - and the kid?
