I think kids will be required to buy 雞脾(手拍) when he starts from/over yellow belt.........  My boy's teacher asked us to buy it 2 months after my boy was promoted to yellow belt.

No standard schedule.  Actually, belt promotion really depends on the kid's own age + body + skill + reaction.....etc  

You may check with your kid's teacher for details.
