Expect the ponits mentioned by WYmon and justjust, I also wonder if you have told the school in advance that you wish to be interviewed in English? If that is so important, why not raise it before? Otherwise, it is quite unfair to blame the school not able to cater for your sudden request.
Besides, the Chinese teachers will not teach English. May be their Eng is indeed not so good, but it does not make them bad teachers just because of that. Just like parents who are not proficient in Eng does not make them bad parenst neither. If you do concern about their English standard, why not talk to the principal directly?

Probably the Chinese teacher wanted to test how well your child can communicate in Chinese.
The principal of the school always encourages small children to have a better foundation of their mother tongue before going onto other languages. As such, the school always encourages the small children to start with bilingual class. There are rare cases of Chinese children being admitted to international class, unless they are full day students.
Considering all these, and what WYmom has mentioned, it is not unreasonable for the teacher who interviewed your child to insist talking in Chinese.
As a matter of fact, I do appreciate very much that they insist in speaking only one language to the students. So that the student would have no choice but to use the same language to talk to the teachers, instead of using the ones that they are comfortable in. Otherwise, they would have no pressure and no incentive to learn.
