In Kau Yan kindergarten, they encourage students (esp k2-3) to borrow books from shcool library and provide a proforma reading report sheet to the kids (e.g. how much u like the book by giving a rating 1-5, draw the character or scene that you like most, etc. , interesting). They also have daily reading section for all kids and have annual reading scheme (e.g. give u a booklet to record all books u read in a particular month. As encouragement to students, u will have a certificate if you participate the scheme and u will get a prize if you read the most books). They also invite parents to tell story for the class. I guess the primary school would not do less. They have a small library in each classroom containing books suitable for the students' level. And of course, another school library. I have heard that they organized a reading camp of 3 days for the primary students ealier this year.  : |

I came across some others which are more sincere and humble, like the Evangel, and ICQM.
