Let's put it in this way.
A rich man has several premises and now this is the time to apply the primary school for his son.
What you need to provide is the utility bill, that is either telephone, water, electricity bill. If you can show this, end of the story.
Also under the "the nearby school policy" this might make people think if you live in the same school net there might have higher chance to get into the school.
So private school A attach the bill in that school net while govt/govt aided school for the other school net. No abuse of the rules since there is proof of document (bill).
