Try something like this:
To Whom It May Concern:
My name is.... I'm the parent of .... (Form 3A). I would like to inform you that my son/daughter will no longer be enrolled in your school in the coming academic year, as she will pursue her education in England/US instead.
Throughout the years, my child developed positively, and we sincerely believe that the school has occupied an important role in shaping my child's values as well.
I'm sure that your school will continue to succeed in the future.
