I would I could agree with you wholeheartedly on this, but this is such a utopian vision that I find unattainable. I've seen numerous teachers holding similar attitudes as the one who wishes to get rid of the worse students in class, and I've yet seen any principal who fires teachers for such reasons. Sometimes, I can even sense that the principal is turning a blind eye on this issue.
Just take the "lottery" for secondary school admission as an example. It's so commonly accepted that those who are "ACCIDENTALLY" or "UNDESERVEDLY" admitted "lucky" students will eventually leave the school before F7.
"After one year, they'll be gone. Don't worry..."
"Oh.. Those who pull down our average......"
"Yea.. they'll ruin our record..."--Aren't they from the SAME school? Really wonder what they're doing with the pronouns here...
These are genuine comments made by teachers and even parents from ellite schools (including those you mentioned, plus some others) in HK. Surprised? or are they just cliches to you?
