I'm a new mama and planning to let my baby boy goes to IS nursery. Would you please kindly advise when should I submit application form for nursery and kindergarten? :

As early as possible but demand for each Int'l nursery/kinder differs so to be safe, you should call each school to find out. For ESF kinder, at least one year in advance prior to admission.
