my personal understanding:
if you are happy to accept a place in school 2 or 3, then in Part A, you can put school 1,2,3, and repeat in Part B. pls be aware that if you get allocated for school 2 or 3 in Part A, you dont get a chance to try for school 1 in Part B.
if you really want school 1, then you can try :
Part A, school 1, leave 2nd and 3rd place blank(or some other dream schools);
Part B, put school 1,2,3 again, thereby trying your luck for school 1 two times, and only take up school 2 or 3 or ....... when both failed.
