Discretionary places will be used to take the best students applied to the school, which is already the strategy now. After the increase of discretionary places from 20% to 30%, the school can reach the 85% or 75% standard easier. This is just common sense.

It is also common sense that only super standard schools will use the discretionary places to take back all their students. For substandard schools, nobody will show any interest.

Yes, at present or in future, the chance of affiliated primary school students have much higher chance to their affiliated secondary schools than the outsiders, which is apparently unfair.

Yes, under every system, there are people saying "unfair". But it should not impede the need to compromise, to gradually improve the system and to reduce unprivileged factors.

You are right. I agree. It is such a chaotic situation for the HK education system. I just lost tracks at times as to what I should do with my four kids. New system coming out one after the other. Look at Mr Tin, do you trust him by his looks? Just a pity.

What can we do? Really not much.
