It is only happen on the 2nd or 3rd tier school. You won't hear this from the most famous one. It is because the famous one don't worry about the parents reserve the seat and run away.
I guess it is the experience of the 2nd/3rd tier schools to manage the admission. How many safety factor she should consider? +X%
