why not?
joining choir can help to develop one's communication skill and working closely together, plus making lots of friends. i joined both school choir and other childrens choir when i was young and had the chances to perform, compete, and going overseas to perform in top venue, plus you can meet lots and lots of friends from other countries. i can say that joining choir is one of my most enjoyable experience and generate nicest memory.

of course, if your kid has absolutely no interest in music at all, then don't force him/her, try to let them choose what they like.

i think most schools allow students to join at least 2 activities. i remember joining choir and sports team with no contradiction.
of course, i would say that choose one from choir or orchestra as these 2 are related to music. both involve team work and can train kids regarding communication skill. it's better to join different categories though eg music and sports.
