I explained in #17, many EK pals too relied on Audit report and not really to listen the wrong interpretation of EDB. Also many pals misunderstand the difference between scholarships and financial subsidiaries.

E.g. in DBS, originally EDB said the financial support come from primary section couldn't used in secondary section, therefore secondary used all 100%, but primary had the surplus.

After the Audit Report released, DSS schools seeked clarification from Audit Commission and EDB, now, if there is surplus in primary or secondary, can be used in other sections. Therefore, now all financial supports are fully utilised.

It's not the problem of the DSS schools, the misinterpretation of EDB and not clarify the issue in the closing meetings of the Audit and the draft reports.
