In my days, since visa students are paying the school fees, basically you can choose whichever schools you want to go to, without the need to go the school in the area where you live. But note, if you are not living in that area, there is no school bus services.Not sure whether you can process the paper after you arrive in Toronto. I am sure you probably can but you need to leave Canada and then enter again to make the visa valid. In my days (again), some people would go to the US and then back. It may be more troublesome since you need to apply for US visa for this purpose.
I suggest you search which school you like, process everything here in Hong Kong and apply for visa here in Hong Kong.
My most concerns would be whether a small child should be away from parents for such an extended period of time. May be you can consider international schools in Hong Kong which probably costs more or less the same. Note that in Toronto, "good schools" have high percentage of ethnic chinese and other asians. Most top students in high schools are asians (chinese, indians). If that is your concerns with international schools in Hong Kong, you probably end up with the same issue.
