Don't worry too much. The chance is still high. My girl was put on wait list too by RC two years ago but she got an offer at the end of Feb. Places will be released once other applicants have given up the offers.

Some comments on your 3 suggestions:
Option 1 - seems not feasible as her kid is a big girl, unlikely be allowed to repeat K2 in ESF kindergarten
Option 2 - seems her kid not ready for local K3 education
Option 3 - not easy to find another P1 international school at this stage
That's why she is asking for advice.

Yes, try new school eg Tai Po American school, contact Anfield ( they have k3 and usually only a small number of students in k3 only).

Apply as many intl kg or P1 as you can ,secure a place first no matter what while waiting for the good news from RC . Good ones in NT are :ICHK Hong lok Yuen, NIS, new sch like American sch in Taipo ,or even Eton house.
