我係新加坡工作,普遍接觸既馬拉人,一般英語程度比香港好,不過可能部分係新加坡生活時間長,習慣用英語溝 ... Very true that the environment does matter a lot. The environment in Singapore is a lot more competitive than in Malay, whether it's Indians or Chinese or Malay, they have to keep themselves stay competitive. English is the only universal language in Singapore, obviously ppl with inadequate English fluency is of less advantage.
In HK, the society is comparatively more homogeneous, Cantonese is the main language, furthermore, the learning environment in local schools less encourage students to speak freely (not even in their mother tongue) Unless students study in int'l schools, otherwise local students in HK truly lack the environment to speak English. Those more fluent speaking local schools students do usually brought up in an environment where their parents speak fairly good English and speak quite often.
