你朋友覺得囡囡英文程度係無問題, 但老師叫佢去畀囡囡補習。

咁一係老師要求太高；否則是你朋友要求太低。

如果你朋友認為自己判斷冇錯；即係老師唔識貨；轉校係明智決定。

其實我又覺得吾洗為咗一個老師既說話就決定轉校。講真個個老師既judgement 同standard 都吾同。我個仔小四時老師話佢英文吾夠同學好，一星期一堂揾校長黎同佢補習，到五年班另一個老師又話佢無問題。中一開學做完assessment又要去support class, 但中二、三又吾洗。從來英文佢都係攞 B or C , 點知今次中三下學期攞A...(但佢話今年個英文老師吾掂) 。總之，個個老師都吾同judgement. 反而父母最清楚自己仔女既程度、強項弱項。好似我個仔既case, 佢係science 人，英文無咁好我覺得完全無問題，吾會因為老師話佢應該補習就要走，況且補吾補習係父母自己可以選擇，我個仔一直無補，直至中二係我個仔自己話要先補。

depends what did the school promise the parents in the first place.

and i think it is about the school giving up teaching the child adequate English by resorting to external tuition.

It is not good that teachers ask for external tuition. I am pretty sure the school has resources to support these students since they are available even in lower grades. Also, students aren't streamed till later so even if behind, still time to catch up.

But if I were your friend, I would take a serious look at why the teacher thought their daughter is not up to standard. ISF uses rubrics so their daughter is being compared to an absolute, not relative, standards. If she is behind, there must be a reason.
