Nomination right is $500k total.
You make a $50k initial payment to buy an interview, if your child passes the interview and you take up their offer, then you pay the remaining $450k to enroll, but if you decline their offer you will forfeit the $50k initial payment. If your child fails the interview you will get the $50k initial payment refunded.
The scheme is clearly explained on ESF's website.

Nomination right is never a must, it is only necessary for those who would not get an interview otherwise.
The interviewers do not know which interviewees got there via nomination right, so every applicant is assessed equally, in other words, $50k will not buy any favourable treatment at the interview. <-- This part is not on ESF's website or any of their official statements, so should be taken as cyberspace hear-say.
