Your company's tea lady could also have very highly educated decent middle class daughter who prefers International education for her children for some reasons. The tea lady wants to continue working doesn't mean her possibly rich/ well off daughter doesn't want to support her. When one is used to work they enjoy working and to be independent though they might have occasion complains, they would love working despite they already have more than sufficient for their retirement. One of my neighbors' mother continues to work in a supermarket as a cashier, my neighbor's 2 kids are in Singapore IS, I can see they love their mother who enjoys working, they don't need to stop her from working, as it's really her favorites past time.
And the above parent's comment is right that there are very expensive IS as well as cheaper one.
Similarly, some families are so keen on living in the Central Mid Level that they squeeze a family of 4 into an old one bedroom apartment, that also says not every resident in the Central Mid Level is as well off, but you can say majority of them are more affluent.
Ultimately IS or not is more of an individual preference than social economic background. Well, of course even the cheapest one still costs at least $5k a month.
