Yes, some "small B's" do get accepted right away. But I also know some cases where they get called back for second assessment.
Sometimes the teachers just want to reassess them for whatever reason (immaturity, or even sometimes in the past, when the play visits were even less formal, and they didn't have enought time to interact with a particular child.) At least I know of some such cases in my son's ESF kindie.
The fact that the letter says "...before we offer you a place" sounds like the above poster's child is being assessed for a confirmed space as opposed to a waitlist place - based on "ESF lingo".
