Actually, the best time to send a child to US boarding school is F.3, since it is equivalent to Grade 9, which is the first year of high school in the US curriculum.
If you don't have any choice other than F4 or F5, then F4 is better. (Earlier is always better for US high schools) It takes time for a child to adapt to a new environment. F5 is already grade 11 of US high school, which is a crucial time for their up-coming university application process which they will focus on in grade 12. If a student from HK goes to a US high school starting from grade 11, s/he has a great risk of not being able to adapt to the new environment and eventually, does badly in academics.
For US universities, belows are crucial/necessary:
1. SAT I result
2. Two SAT II subject tests result(may not be compulsory, but most universities require them)
3. High School Transcript (from grade 9 to 12)
4. Application Essays
5. Teacher's recommendation (usually x2)
