Your example does not apply here.
Professional education is not ordinary high school education.
May be everyone can make it through high school algebra or calculus. But not everyone can survive medical school.
Honestly, do you thing anyone can easily graduate from medical school? Even if no strict admission requirements are imposed and anyone (or everyone) is allowed to go to medical school, only the top few can graduate.
If HKU medical school take students by 大抽獎 and those student survived and graduated from medical school, I am sure they have the qualifications to be practicing medical doctors.
