In most cases the govt child psychiatrist will make the diagnosis so that the child will be qualified for all kinds of special services (arranged by the medical social worker). The CAC and child psychiatric centre should use same diagnostic criteria but for official purpose the ultimate diagnosis of autism has to be made by psychiatrist. Stupid but true :-|
