i don't think the p1 kids really know what means by 出貓, they may even not too familiar/understand what means by dictation, test or examination. they just do something that they feel comfortable to themselves, like as "if i don't know the answer, i have to find it out, source... maybe from other kids' papers or text books!"
personally, i agree that the teacher should give him a zero mark to let the kid know that it's not an appropriate action. however, both the teacher & the parent should explain kindly to the kid in order to avoid any hard feelings as this may impact his future studies/school lives. kids need "face" too.
parents have to deal w/ these incidents very carefully. so... it's not easy to be the parent at all!!!
